Upgrading Project of National Road No. 4 Surpasses 50% Completion, Scheduled to Finish by End of 2026

Phnom Penh – The ambitious project to rehabilitate and improve National Road No. 4, connecting Phnom Penh to Sihanoukville, has achieved 54.80% completion as of June 2024. The project is on track to be finished by December 31, 2026.

Funded by the World Bank (WB) with an investment of $110 million, the project spans eight years (2018-2026) and is being executed by the Ministry of Public Works and Transport. The primary goal is to upgrade the 196.10 km road by expanding it, constructing new bridges, and enhancing the existing infrastructure. Additionally, the project includes updating the road data management system and providing technical training to state institutions.

The concessional loan agreement for this project was signed on July 12, 2018, and came into effect on October 1, 2018.

His Excellency Pheng Sovicheano, Secretary of State and Director of the National Road No. 4 Rehabilitation and Upgrading Project, outlined the specific sections and progress of the project:

1. Section 1: Km 19+700 to Km 60+000 in Kandal and Kampong Speu provinces. This section includes 28.80 km of four lanes and 11.50 km of two lanes, totaling 40.30 km.

2. Section 2: Km 60+000 to Km 101+000 in Kampong Speu province. It features 2.68 km of four lanes and 38.32 km of two lanes, amounting to 41.00 km.

3. Section 3: Km 101+000 to Km 143+000 in Kampong Speu and Koh Kong provinces. This part includes 0.30 km of four lanes and 41.70 km of two lanes, totaling 42.00 km.

4. Section 4: Km 143+000 to Km 186+000 in Koh Kong and Preah Sihanouk provinces. It comprises 0.93 km of four lanes and 42.07 km of two lanes, amounting to 43.00 km. This section faced delays due to the contractor's failure to build on time, resulting in contract cancellation and a forfeited deposit of approximately $800,000. The ministry plans to re-tender this section in August.

5. Section 5: Km 186+000 to Km 215+800 in Sihanoukville. It includes 7.30 km of four lanes and 22.50 km of two lanes, totaling 29.80 km.

6. Package 6: Km 48+695 to Km 202+688. This involves repairing 24 old bridges, 8 box drains, 9 round drains, and replacing 5 old bridge components in Kampong Speu, Koh Kong, and Sihanoukville.

7. Package 7: Km 38+076 to Km 204+973. This package covers the construction of 8 new bridges in Kampong Speu, Koh Kong, and Sihanoukville.

The progress on National Road No. 4 is a significant step towards enhancing Cambodia's infrastructure, improving connectivity, and boosting economic growth by facilitating smoother and safer travel between Phnom Penh and the crucial port city of Sihanoukville.
